Safa Global Capital
Chapter 02 / 11The thesis

Real assets, checked by people who do not run them.

Four ideas, eight principles and a short list of things we will not do. Read it before you read anything about an instrument: the framework is the product.
I

Money should touch something real.

Every instrument Safa Global designs is meant to represent identified, valued assets: a company with customers, a building with title, a commodity that can be counted. If it cannot be pointed to, it does not belong in the structure.

II

We built before we financed.

The thirteen companies of the Excellence Fund were operating before any capital-markets product was designed. The products are being shaped around what already works, not the other way round.

III

Partnership, not interest.

Structures are designed with reference to ethical and Islamic financial regulation and to AAOIFI standards. Returns are meant to come from sharing in the profit and the loss of real activity, through agency (Wakalah) and asset-backed (Sukuk) structures, never from lending at interest.

IV

Commitments only count if someone independent checks them.

The Safa Global Foundation, being established in the Qatar Financial Centre, will appoint the independent auditors and the adviser on ethical and Islamic financial regulation, and it never audits itself. Because nothing is offered today, we can promise the order of things: documents and independent review first, money after.

Eight principles

What we hold ourselves to.

  1. 01

    Real assets

Identified, valued and audited. No synthetic exposure, no fractional fiction.

  2. 02

    Built before financed

The companies came first. Each product is structured around businesses and assets that already exist.

  3. 03

    Partnership, not interest

Profit and loss follow the underlying asset, through Wakalah and Sukuk structures designed with reference to AAOIFI Standards 17 and 23.

  4. 04

    Checked by outsiders

The auditors and the adviser answer to the Foundation, not to the people they check.

  5. 05

    Documents before money

The paper, the independent review and the risks are published before anyone is asked to commit.

  6. 06

    Same side of the table

The general partner invests in the companies it asks its partners to back. Gains and losses are shared.

  7. 07

    A ten-year horizon

2026 to 2036. Built to compound, not to flip: no engineered exits, no roll-ups, no short-term acquirers.

  8. 08

    One standard, four parts

Ventures, Capital, the Foundation and Maison keep separate governance under one set of principles.

The other half of a thesis

What we will not do.

A thesis is as much about refusals as ambitions. These are the lines the group draws for itself, whatever the return on the other side.

  • 01Issue interest-bearing instruments.
  • 02Sell exposure to something we cannot point to.
  • 03Back activities excluded under ethical and Islamic financial regulation, such as gambling or interest-based lending.
  • 04Promise a return or guarantee capital.
  • 05Market a headline valuation.
  • 06Take money before the documents and the independent review are published.
  • 07Engineer an exit for the sake of a quarter.

The reference

Designed with reference to published standards.

Reference, not certification: nothing is certified until an independent adviser has reviewed it, and that review is published with the documents.

AAOIFI 17

Investment Sukuk

The reference for the planned Sukuk Programme and for STAC: certificates that represent a share in identified assets, so returns follow those assets.

AAOIFI 23

Agency (Wakalah)

The reference for agency structures, where a party invests on its partners’ behalf for a disclosed fee and never guarantees the outcome.

Before issue

Independent review

Each instrument is to be reviewed by an independent adviser on ethical and Islamic financial regulation, appointed through the Foundation, and the review published. No adviser has been appointed yet.

More on ethical and Islamic financial regulation and on the Foundation.

A ten-year horizon

2026 to 2036. A plan, not a promise.

  1. 01 · 2026 to 2028

    Formation

Safa Global Ventures (Mexico), the Safa Global Foundation (Qatar Financial Centre) and Safa Global Capital (Malta) are established in turn. Counsel confirms how STAC is classified. Independent auditors and the adviser are appointed through the Foundation. Maison Safa gathers the community, apart from every product.

  2. 02 · 2028 to 2031

    Expansion

If authorised, STAC is offered to retail investors under an EU prospectus. Real-estate candidates such as Jumeirah Acapulco, Mayto Aquarius and Torino move forward only once title documents exist. The companies scale across MENA, the EU and Latin America.

  3. 03 · 2031 to 2036

    Integration

A self-sustaining capital and venture cycle: long-term infrastructure across education, energy, hospitality and digital, inside one economic and social thesis.

Safa Global Ventures, the Safa Global Foundation and Safa Global Capital are in formation and hold no financial-services authorisation. This page describes intentions, not an offer of any investment.
